ABOUT THE ROLE

Job Scope / Key Responsibilities

Role Purpose

Manage assigned Tawazun Economic Program (TEP) obligations and projects with defence contractors, supporting the effective structuring, implementation, monitoring, and fulfilment of obligations in accordance with TEP policies and the Council’s industrial development objectives.

Key Responsibilities

  • Handle the assigned TEP obligations and projects throughout the obligation lifecycle, from commitment and implementation through crediting and closure.
  • Support engagement with obligors and suppliers to structure offset commitment and fulfilment plans in line with approved TEP strategies, policies, and targets.
  • Assess proposed offset projects and initiatives for eligibility, strategic alignment, value, and fulfilment potential.
  • Coordinate with relevant internal teams to support the contracting and implementation of approved offset commitments and projects.
  • Monitor offset projects against agreed milestones, deliverables, timelines, contractual requirements, and performance targets.
  • Review credit claims, supporting documentation, and evidence submitted by obligors and coordinate the verification and processing of offset credits.
  • Maintain and monitor assigned obligor portfolios, including obligations, fulfilment progress, credits, outstanding commitments, performance, and associated risks.
  • Coordinate project assessments and due diligence with relevant technical, financial, legal, and other internal stakeholders.
  • Engage with defence contractors, international OEMs, local companies, beneficiaries, and other relevant stakeholders to support offset implementation and identify potential projects and investment opportunities.
  • Support the development and maintenance of a pipeline of potential initiatives and investment opportunities that contribute to offset fulfilment and industrial development objectives.
  • Identify delays, underperformance, non-compliance, and other risks affecting offset obligations and support appropriate corrective actions and escalation.
  • Prepare regular reports and management updates on project performance, fulfilment progress, credits, risks, and outstanding actions.
  • Contribute to the review and continuous improvement of TEP policies, guidelines, processes, and program management practices.
CANDIDATE REQUIREMENTS

Preferred Qualification / Experience

  • Bachelor’s Degree in Business Administration, Economics, Finance, Engineering, Project Management, or a related field.
  • Minimum 5–8 years of relevant experience in program/project management, offset programs, industrial development, defence procurement, or related areas.
  • Preferred experience in managing projects, contractual obligations, milestones, performance, and stakeholder coordination.
  • Strong analytical, communication, negotiation, and reporting skills.
